The first question - Is the Universe purpose-driven?
The second - Is it possible that a non-purpose-driven system consists of a series of subsystems, one or many (even all) of which are purpose-driven? Obviously human society is a purpose-driven system. If the second question is false, we conclude that the Universe is purpose-driven.
